Get off right at the Penguin Suizokukan-mae stop on the Nagasaki bus. From the Nagasaki Station area it is about 20 minutes by car.

Can I eat inside the aquarium?
Please refrain from eating indoors. Food and drink are permitted in the outdoor penguin area, the lawn area and the second-floor terrace. An indoor dining space for groups (booking required, capacity about 40) is also available.
